Herzberg's Two-Factor Theory suggests that job satisfaction and dissatisfaction stem from two different sets of factors. "Hygiene factors," like salary, work conditions, and company policies, prevent dissatisfaction but don't create satisfaction. If these are inadequate, employees feel unhappy; if adequate, they avoid dissatisfaction.
