A Territorial Legislature is a governing body responsible for making laws in a U.S. territory, which is a region that is not yet a state. These legislatures have the authority to create local laws, manage budgets, and oversee public services, similar to a state legislature. However, their powers are limited compared to state legislatures, as Congress retains ultimate authority over territories. Territories include regions like Puerto Rico and Guam, which have their own legislatures to address local issues while still being under U.S. sovereignty.
