Foreign Terrorist Organization (FTO)

A Foreign Terrorist Organization (FTO) is a group that is primarily located outside the United States, engages in premeditated, politically motivated violence, and poses a threat to U.S. national security or foreign policy. The U.S. Secretary of State designates an organization as an FTO based on its activities, which typically include acts of terrorism or violent extremism. Being labeled an FTO can lead to severe restrictions, including prohibitions on financial transactions and support, to help prevent the organization's ability to carry out attacks and promote its agenda.
