Vance-Owen Plan

The Vance-Owen Plan was a proposed peace agreement for the conflict in Bosnia during the early 1990s. Named after the United Nations negotiators Cyrus Vance and Lord Owen, the plan aimed to create a federal structure for Bosnia and Herzegovina by dividing the country into ethnic regions. It sought to address the tensions between Bosniaks (Bosnians), Croats, and Serbs by granting them autonomy while keeping a unified state. Though it aimed to reduce violence and foster coexistence, the plan was ultimately rejected by some factions, reflecting the deep divisions and complexities of the conflict.
