
Kingdon's framework
Kingdon's framework is a way to understand how policies are created and changed in government. It suggests that three key streams—problems, policies, and politics—must come together for significant change to happen. The "problems" stream involves public issues needing attention, the "policies" stream includes possible solutions, and the "politics" stream covers political factors like public opinion and government priorities. When these three streams align or "couple" at the right moment, a policy window opens, allowing for new policies to be adopted. This helps explain why some issues receive attention while others do not.
