The Multiple Streams Framework is a way to understand how policies get made. It suggests that policy change occurs when three separate "streams"—problems, policies, and politics—align at the same time. The problem stream involves recognizing issues needing attention. The policy stream includes possible solutions developed by experts. The politics stream reflects the political environment, like public opinion and elections. When these streams converge, often due to a "policy window" or opportunity, a new policy can be adopted. Think of it as different factors needing to align just right for a policy to happen.
