A sleeper cell is a group of individuals who belong to a terrorist organization but remain inactive for long periods. They blend into society, often living normal lives while awaiting instructions to carry out attacks or support the organization's goals. Unlike active terrorist groups, sleeper cells are not constantly engaged in violent activities; their purpose is to remain undetected until they are called upon to execute a mission.
