Presidential Memoranda

Presidential Memoranda are written directives issued by the President of the United States to manage the operations of the federal government. They can address a wide range of issues, such as policy changes or administrative actions, and are often used to communicate decisions that do not require formal legislation. Unlike Executive Orders, which have more formal legal standing, memoranda can be more flexible and may inform or guide executive agencies on how to implement the President's agenda. Essentially, they help the President direct government activities and priorities without needing new laws from Congress.
