Kenneth Starr is an American lawyer and former federal appellate judge best known for his role as the independent counsel during the investigation of President Bill Clinton in the 1990s. His investigation focused on various allegations, including the Monica Lewinsky scandal, ultimately leading to Clinton’s impeachment by the House of Representatives in 1998 on charges of perjury and obstruction of justice. Starr's report to Congress was highly detailed and controversial, drawing significant public and political attention. Later, he served as president of Baylor University and remained a notable figure in legal and political discourse until his passing in 2022.
