The Copenhagen Criteria are a set of rules establishing the essential requirements for countries wishing to join the European Union (EU). Introduced at a 1993 EU summit in Copenhagen, these criteria include: 1) political stability and functioning democratic institutions; 2) a well-established rule of law and respect for human rights; 3) a functioning market economy capable of competing within the EU; and 4) the ability to adopt EU laws and regulations.
