Ahtisaari Plan

The Ahtisaari Plan was a proposed agreement in 2007 aimed at resolving the long-standing conflict in Kosovo. It outlined steps for "supervised independence," meaning Kosovo would gain independence with international oversight to ensure stability and minority rights, particularly for Kosovo Serbs. The plan included provisions for decentralization, protection of religious and cultural sites, and a European Union presence to oversee implementation. While some key international actors supported it, Serbia rejected the plan, leading to Kosovo declaring independence in 2008. The Ahtisaari Plan was an attempt to balance Kosovo’s aspirations for independence with guarantees for minority communities and regional stability.
