A vilayet was an administrative division used by the Ottoman Empire, similar to a province or state today. Each vilayet was governed by a central authority and included cities, towns, and rural areas, with officials managing its affairs. Vilayets facilitated centralized control while acknowledging local diversity, evolving through reforms especially in the 19th century.
