Value capture is a method used by governments or organizations to regain some of the increased value that public investments create in the surrounding area. For example, when a city builds a new park or subway line, property values often rise nearby. Value capture techniques might include taxes or fees on property owners who benefit from these enhancements. The funds collected can then be reinvested into community projects, infrastructure, or services, effectively using the financial gain from public improvements to support further development and benefit the community as a whole.
