Special Administrative Regions (SARs) are areas within a country that have a high degree of autonomy, allowing them to manage their own affairs like laws, taxation, and local governance. They operate under a framework that grants them special legal and administrative privileges, often due to unique historical, economic, or cultural reasons. Examples include Hong Kong and Macau, which retain distinct legal systems and governance structures while remaining part of China. SARs coexist within the larger sovereignty but have the flexibility to govern many aspects independently, ensuring local needs are effectively addressed.
