Minerals Management Service

The Minerals Management Service (MMS) was a U.S. government agency responsible for overseeing the exploration and production of offshore oil and gas resources on the Outer Continental Shelf. It managed leasing, revenue collection, and environmental safeguards to ensure responsible resource development. In 2010, MMS was reorganized into separate agencies—Bureau of Ocean Energy Management, Bureau of Safety and Environmental Enforcement, and Office of Natural Resources Revenue—to better focus on resource management, safety, and revenue collection respectively. The agency's goal was to balance energy development with environmental protection and fair revenue distribution.
