Layer 4, known as the Transport layer in the OSI model, is responsible for providing communication between devices over a network. It ensures that data is delivered accurately and in the correct order. This layer manages error correction and flow control, which helps prevent data loss and congestion during transmission. Common protocols at this layer include TCP (Transmission Control Protocol), which establishes a reliable connection, and UDP (User Datagram Protocol), which is faster but less reliable.
