İltizam

İltizam was an Ottoman taxation system where the government granted individuals or groups the right to collect taxes from a specific area. In return, they paid a fixed amount to the state and could keep any excess collected. This system encouraged efficient tax collection, as private collectors had a vested interest in maximizing revenues. However, it also sometimes led to abuses, as collectors might overcharge or exploit taxpayers. Essentially, İltizam was a method of outsourcing tax collection to private persons, helping the government manage revenue without direct oversight.
