Elmore's Framework is a way to understand how organizations or systems shape behavior through three key levels: policy, practices, and principles. Policies are formal rules or directives; practices are the day-to-day actions and routines; principles are the underlying beliefs and values guiding behavior. Changes at the policy level influence practices, which in turn are guided by principles.
