A continuing resolution (CR) is a temporary funding measure used by the U.S. Congress to keep government programs running when the new budget hasn't been approved yet. Instead of shutting down government operations, a CR allows agencies to continue functioning at previous spending levels for a set period. This gives lawmakers more time to negotiate and finalize the budget without disrupting services. CRs are often used to avoid funding gaps, but they can also create uncertainty and limit government agencies' ability to plan for the future effectively.
