Build-Own-Operate (BOO) is a project delivery model where a private company designs, constructs, owns, and manages a facility or infrastructure—like a power plant or highway—for a specified period. The company finances the project, maintains ownership and operation rights, and typically generates revenue by charging users or through government agreements. After the agreement ends, ownership may transfer back to the government or remain with the private entity. This approach allows governments to develop infrastructure without upfront capital, while the private company assumes project risks and benefits from ongoing operations.
