This means users can access these designated services without it reducing their overall data allowance or incurring extra charges. For example, streaming music from a partner service might be free of data charges, encouraging usage without additional costs. While this can benefit consumers, it raises questions about fair competition and net neutrality, as it can advantage certain services over others.
