Urukagina was an ancient Sumerian ruler around 2300 BCE in the city of Lagash, in what is now Iraq. He is often credited as one of the world's first known reformers, who sought to reduce corruption, limit the power of elites, and protect the rights of common people through decrees and laws. His reforms aimed to promote justice, prevent abuse, and establish fairness in society, reflecting an early effort at social and legal reform in human history.
