The United Nations Office on Genocide Prevention and the Responsibility to Protect works to prevent mass atrocities like genocide, war crimes, and crimes against humanity. It monitors risks, raises awareness, and advises governments and the international community on early warning signs. The concept of "Responsibility to Protect" (R2P) means that if a country fails to protect its citizens from such crimes, the international community has a duty to take action—diplomatic, humanitarian, or, as a last resort, military—to prevent or stop atrocities and uphold human rights.
