UNCLOS Part XI

Part XI of UNCLOS (United Nations Convention on the Law of the Sea) sets out rules for the use and management of deep-sea areas beyond national jurisdictions, known as the "Area." It emphasizes that the resources there, such as minerals and seabed materials, are the common heritage of all humanity. The International Seabed Authority (ISA) is responsible for regulating exploration and exploitation, ensuring efforts benefit all countries, especially developing ones. It aims to promote scientific research, environmental protection, and fair sharing of benefits from these deep-sea resources.
