
TIP Report methodology
The Trafficking in Persons (TIP) Report evaluates countries’ efforts to combat human trafficking. It uses a three-tier system based on minimum standards set by the Trafficking Victims Protection Act. Countries are assessed on their legal frameworks, enforcement, victim support, and prevention measures. U.S. embassies collect data through government and NGO reports, interviews, and research. A tier ranking is assigned: Tier 1 indicates compliance, Tier 2 suggests significant efforts but some shortcomings, and Tier 3 reflects inadequate efforts. The report aims to encourage improvements in combating trafficking and to promote awareness globally.
