Networks use a timer to prevent endless loops when routes are incorrect or changing. If the packet's journey exceeds this limit, the network stops trying and sends back a "Time Exceeded" notification. This helps identify routing issues or delays, ensuring data resources aren't wasted on undeliverable packets.
