
The Winograd Commission
The Winograd Commission was an independent inquiry established by Israel in 2000 to investigate the failures of its intelligence community before the 2000 Israeli-Palestinian peace negotiations. Specifically, it examined how Israeli intelligence did not foresee or prevent the outbreak of the Second Intifada, a violent Palestinian uprising. The commission analyzed intelligence gathering, analysis processes, and decision-making to identify shortcomings.
