The Safety Culture Framework describes how an organization’s shared values, beliefs, and behaviors influence safety performance. It involves three levels: 1. **Observable artifacts** (visible safety policies, procedures, and practices), 2. **Espoused values** (stated safety commitments and priorities), and 3. **Underlying assumptions** (deep-seated beliefs about safety importance).
