The Safety Culture Framework describes how an organization’s shared values, beliefs, and behaviors influence safety performance. It involves three levels: 1. **Observable artifacts** (visible safety policies, procedures, and practices), 2. **Espoused values** (stated safety commitments and priorities), and 3. **Underlying assumptions** (deep-seated beliefs about safety importance). A strong safety culture encourages open communication, learning from incidents, and collective responsibility, leading to safer workplaces where safety is an integral part of everyday operations.
