The Responsibility to Protect Report
The Responsibility to Protect (R2P) is an international framework that obligates governments and the global community to prevent and respond to serious human rights violations, such as genocide, war crimes, ethnic cleansing, and crimes against humanity. It emphasizes that sovereignty includes a duty to protect citizens and that when a state fails to do so or commits these crimes, the international community has a responsibility to intervene, ideally through peaceful means, and as a last resort, using force. R2P aims to prevent atrocities and promote global justice and stability.
