Ten Percent Plan

The Ten Percent Plan was a proposal by Abraham Lincoln during the Reconstruction era after the Civil War. It aimed to readmit Southern states into the Union quickly and with minimal punishment. Under this plan, once 10% of a state's voters swore loyalty to the Union and agreed to abolish slavery, the state could form a new government and rejoin the United States. The goal was to encourage quick reunification and rebuild the nation, while also establishing basic commitments to emancipation and loyalty. However, the plan faced criticism from those demanding harsher conditions for reintegration.
