Single Transferable Vote (STV) is a voting system that allows voters to rank candidates in order of preference. When counting votes, if a candidate reaches a set quota of votes, they are elected. Surplus votes from winning candidates are then transferred to voters' next choices. If no one reaches the quota, the candidate with the fewest votes is eliminated, and their votes are redistributed based on preferences. This process continues until all seats are filled. STV promotes proportional representation, giving voters a greater say and allowing diverse candidates to succeed based on voter preferences.
