The Soviet Union Constitution was the fundamental law establishing the country's political structure from 1922 to 1991. It declared the USSR a socialist state owned by the workers and peasants, with the Communist Party as the leading force. The Constitution outlined the rights and duties of citizens, divided government into legislative, executive, and judicial branches, and emphasized collective ownership and planned economy. It also aimed to promote equality among nations within the USSR. Despite these provisions, in practice, real power was centralized in the Communist Party, limiting genuine democratic processes.
