A Sending State refers to the country or jurisdiction from which a migrant or traveler originates or is departing. It is the place that issues the initial travel documents, such as passports, and is responsible for managing the departure and overall migration process. In international contexts, the Sending State ensures that proper procedures are followed when individuals leave its territory and may also coordinate with receiving countries regarding the individual's migration status or legal obligations. Essentially, it is the starting point in a person’s international movement.
