Security Council Resolution 678, adopted in November 1990, authorized member states of the United Nations to use all necessary means, including military force, to compel Iraq to withdraw from Kuwait, following Iraq's invasion in August 1990. It also approved a deadline for Iraq to leave Kuwait and called for the enforcement of sanctions and other measures to restore peace and stability in the region.
