
Quotas and Voting Power
Quotas and voting power relate to how decisions are made in systems where multiple parties have a say. A quota is the minimum number of votes needed to approve a decision. Voting power measures how influential a party's votes are towards reaching that quota. For example, if a decision requires 100 votes, and one group holds 60 votes, they have significant influence, but they still need allies to reach the quota. Sometimes, smaller groups can have disproportionate influence if their votes are pivotal—this is their voting power—despite holding fewer total votes.
