Proposition 21, passed in California in 2020, aimed to expand rent control laws across the state. Specifically, it sought to allow local governments to set limits on how much landlords can increase rents annually for residential properties older than 15 years. The intent was to help prevent displacement of low-income tenants and make housing more affordable. However, the proposition faced opposition from property owners and developers who argued that it could discourage new housing development and investment. Ultimately, Proposition 21 was rejected by voters, leaving existing rent control laws unchanged.
