Portugal's drug decriminalization policy, implemented in 2001, treats drug possession and use as a public health issue rather than a criminal one. Instead of facing arrest, individuals caught with small amounts of drugs are referred to treatment programs or given fines. This approach aims to reduce the stigma around drug use, promote rehabilitation, and decrease drug-related harm. As a result, Portugal has seen significant decreases in drug-related deaths, HIV infections, and incarceration for drug offenses, while also increasing access to treatment services for those struggling with addiction.
