Parties to a Convention are the countries or entities that have formally agreed to follow and be bound by the rules and obligations set out in that international agreement. They participate by ratifying or acceding to the Convention, making their commitment official. This means they are legally responsible for implementing its provisions within their jurisdictions and collaborating with other Parties to achieve its objectives. Essentially, Parties are the signatories committed to working together under the shared framework established by the Convention.
