Noncitizen

A noncitizen is someone who does not have United States citizenship, meaning they are not legally recognized as a U.S. citizen either by birth or through naturalization. Noncitizens can include lawful permanent residents (green card holders), temporary visa holders, refugees, or undocumented individuals. While noncitizens may be allowed to live, work, or study in the U.S., they typically do not have all the rights of citizens, such as voting in federal elections. Their legal status affects their rights and responsibilities within the country.
