Noncitizen

A noncitizen is someone who does not have United States citizenship, meaning they are not legally recognized as a U.S. citizen either by birth or through naturalization. Noncitizens can include lawful permanent residents (green card holders), temporary visa holders, refugees, or undocumented individuals.
