Non-Appropriated Fund

A Non-Appropriated Fund (NAF) is a type of revenue used by government organizations, such as military bases or agencies, that isn't allocated by Congress through formal budget appropriations. Instead, it's generated from activities like retail stores, gyms, or recreational facilities on base. These funds are used to operate and maintain these services, improve facilities, and support morale programs for personnel and their families. NAFs provide a self-sustaining financial model, allowing the organization to fund programs without relying directly on taxpayer money or approved federal budgets.
