The New York City Department of Housing Preservation and Development (HPD) is the agency responsible for ensuring safe, affordable, and decent housing for New Yorkers. It manages and finances the development, preservation, and improvement of city-owned and private housing, especially low- and moderate-income apartments. HPD enforces building and housing codes, helps tenants and landlords comply with laws, and oversees programs that support affordable housing development. Its goal is to promote healthy, equitable neighborhoods by protecting tenants’ rights and maintaining quality housing stock throughout New York City.
