Cesare Lombroso was an Italian criminologist in the late 19th century who believed that criminal behavior could be identified through physical characteristics, suggesting some individuals are "born" criminals. He proposed that certain facial features, skull shapes, and body types might indicate a higher likelihood of criminality.
