Locke’s Social Contract Theory suggests that individuals agree to form a government to protect their natural rights—life, liberty, and property. In a state of nature, people have freedom but also face risks like conflict. By voluntarily creating a government through mutual consent, they establish rules and authority to maintain order and safeguard these rights. If the government fails or becomes oppressive, the people have the right to change or overthrow it. This theory emphasizes that governments derive their legitimacy from the consent of the governed and exist to serve the people's fundamental rights.
