Legislative Council of the Russian Federation

The Legislative Council of the Russian Federation, also known as the Federation Council, is the upper chamber of Russia's Federal Assembly, the country’s national legislature. It represents Russia’s federal subjects—regions, republics, and districts—and has 170 members, with each of Russia’s 85 federal subjects providing two senators. The Federation Council reviews, amends, or rejects legislation passed by the lower house (State Duma). It also approves treaties, appointments, and oversight functions related to federal laws. Its role ensures regional interests are considered in national decision-making, functioning as a key institution in Russia’s legislative process.
