
Kingdon model
The Kingdon model explains how policies and decisions are made in government by highlighting three key "streams": problems, policies, and politics. The "problem stream" involves issues that need addressing; the "policy stream" includes possible solutions developed by experts and policymakers; and the "politics stream" reflects the political climate, public opinion, and political leadership. When these three streams align—such as a pressing issue, a viable solution, and favorable political conditions—an "window of opportunity" opens, making it more likely that new policies will be adopted. This model helps explain why some issues gain attention while others do not.
