Initiative 71 (Washington D.C.)

Initiative 71, passed in Washington D.C. in 2014, legalized possession and cultivation of small amounts of recreational cannabis for adults aged 21 and over. It allows individuals to possess up to two ounces of marijuana and grow up to six plants in their homes. The initiative does not establish a commercial retail market, leaving the sale and distribution of cannabis to be regulated separately. Its primary goal is to decriminalize personal use and reduce penalties associated with marijuana possession, aligning D.C. with broader shifts towards marijuana reform nationwide.
