Homeowners associations (HOAs) are organizations formed by residents in a neighborhood or community to manage shared amenities and enforce rules that maintain property values. Members, typically homeowners, pay regular fees to fund maintenance, landscaping, security, and community projects. HOAs establish rules ( Covenants, Conditions, and Restrictions, or CC&Rs) regarding property appearance, noise, parking, and other aspects of community living. They also make decisions through a board of directors. While HOAs help preserve neighborhood quality and aesthetics, they also have authority to enforce rules and levy fines to ensure compliance.
