Head Tax

A head tax is a fixed fee that individuals are required to pay simply for existing or being present in a specific place, regardless of their income or resources. It is a flat charge applied per person, often used by governments to raise revenue or regulate populations. Historically, head taxes have been criticized for being unfairly burdensome on low-income individuals, as everyone pays the same amount regardless of their ability to pay.
