Hare-Clark system

The Hare-Clark system is a voting method used in proportional representation elections, mainly in Tasmania. Voters rank candidates in order of preference. Ballots are counted in rounds: first, all first preferences are tallied; if a candidate exceeds a certain quota, they are elected. Any surplus votes beyond the quota are redistributed based on second preferences, and if no one meets the quota, the lowest candidates are eliminated, with their votes redistributed. This process continues until all seats are filled. Hare-Clark aims to reflect voters' preferences accurately, ensuring fair representation of all political groups.
