
Former Representative of Puerto Rico
A Former Representative of Puerto Rico was a member of the U.S. House of Representatives who represented Puerto Rico’s interests. However, since Puerto Rico is an unincorporated territory, its residents are U.S. citizens but do not have voting representation in Congress. Instead, Puerto Rico elects a Resident Commissioner, who can participate in debates and committees but cannot vote on final legislation.
